a) To determine the principles of legal and financial status of civil servants and its implementation, to conduct the relevant studies on organizing and developing them, to prepare the required laws, legislations and regulations drafts as well as the other administrative texts.
b) To arrange the procedures and principles to be applied in order to meet the personnel needs of public organizations and institutions and conduct the required studies within this context.
c) To review the drafts and proposals of laws, legislation and regulations about the personnel and the organization, prepared by public organizations and institutions and submitted to the Presidency, and to present those to the Prime Ministry including the remarks and proposals.
d) To monitor and evaluate the applications on the administrative methods and principles regarding the personnel, to request reports and proposals from the public organizations and institutions, when required, to conduct meetings, to propose the measures to be taken according to the outcomes of the meetings and within this respect to conduct reviews and researches required.
e) To conduct or have any necessary reviews and researches performed on the issues related with the presidency’s authority including the standardization of cadres and titles and job analysis, to provide the harmony and balance within the personnel regimes, to determine the main principles and methods on this respect.
f) To collect every kind of statistical information about the civil servants, to keep the records of the staff centrally.
g) To determine the measures that will prevent different procedures about the relevant issues on staff legislations and organization in the public organizations and institutions and that will enable integrity of applications and to control the applications,
h) To set out the principles about the preparation, application, control and evaluation of the necessary training programmes in order to assist the formation and application of personnel planning in the public organizations and to enable in service training of the personnel in various grades and to improve and prepare them for the future positions and to supervise the applications within this field,
i) To perform the required coordination and actions in order to reflect the issues that are helpful for achieving the qualifications, knowledge and habits the public services require into the curriculums of the institutions about pre-service training,
j) To conduct studies that will remove the deficiencies, failures and defects that may be observed in the services, distribution of services, organization, methods and legislations of the relevant institutions under the framework of the mentioned Decree Law and to give opinions about the drafts and proposals to be prepared and the organization and tasks of the institutions that will be formed again,
k) To determine the principles of the personnel regime, to assist the Cabinet with the determination and implementation of State Personnel Policy and to provide the coordination.
l) To determine the principles of legal and financial status of the civil servants and the principles and proposals on the employment plans of the labor force and submit them to the Cabinet,
m) To provide the transfer of the staff who are in employment surplus or subject to transfer in organizations that are under the scope of privatization program or restructuring period to the other institutions and organizations
n) To conduct secretariat affairs of Public Employees Board, Supreme Administrative Board and Conciliation Board as described in Law on Civil Servants’ Trade Unions and to take part in collective bargaining with the unions on behalf of public employees. To save updated documents and by-laws on the establishment of trade unions, information about the members who are appointed to the authorized bodies of trade unions and confederations and about the union branches that are opened, closed down or incorporated as well as all the records regarding the trade unions and member registers. |
