As a result of a radical reform requirement in our personnel system, State Personnel Department which was founded in 1960 was restructured as State Personnel Presidency in accordance with the Decree Law No.217 that was put into effect in 1984. State Personnel Presidency has been delegated with authorities such as evaluating, planning, controlling and training of civil servants in all public institutions and organizations centrally. The Presidency leads the public personnel reform in coordination with the other public institutions and organizations in determining the main principles and policy of the state personnel regime and organizational structures of institutions and organizations and in restructuring the public administration. State Personnel Presidency is an affiliated institution of Prime Ministry and the Prime Minister, if found necessary, exercises his authority on the administration of the mentioned institution by Minister of State and Deputy Prime Minister or Minister of State.

The goal of State Personnel Presidency has been stated in Decree Law No 217 on the Establishment and Responsibilities of State Personnel Presidency. In accordance with the Decree Law No 217, with the aims of conducting the public services regularly, fast and economically, the goal of the Presidency is to carry out all regulatory attempts required in compliance with the scientific principles and neutrality in order to regulate the main principles and policies of State Personnel regime, organization, tasks and authorities of the State and the Other Public Institutions and Organizations, the personnel regimes that the civil servants and other public servants to be employed in permanent and temporary positions that the public services require are subject to, in a manner that they are in conformity with the cultural, social and economic conditions and legal basis of the country, to provide harmony, balance and coordination in personnel regimes, to remove the deficiencies in applications, to improve the regulations on the basis of the changing conditions, to supply pre-service and in service training of civil servants and to follow and monitor the applications in this respect, to evaluate and enhance the administrative procedures and methods applied. . |
